Join our communications team addressing California’s vital work on water pollution, conservation and supply, as we fight climate change, build an equitable water future, and preserve, enhance and restore its water resources. The State Water Resources Control Board is seeking an experienced website and other digital content creator with strong project management and plain language writing skills to join its Communications Office and oversee all website and LISTSERVE email content creation for the department.

The State Water Resources Control Board has an opening for a Digital Content Manager (Information Officer II, Specialist) in its Communications Office. The position is located at 1001 I Street, 24th Floor, Sacramento, right in the heart of downtown next to light rail stations and other public transportation.

Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with after July 1, 2026.

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment.  Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. E mployees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Excellent writing skills, and experience translating technical information into plain language for the general public, media and regulated groups. 
• Excellent editing skills and experience editing the work of others. 
• Experience with project management and organizing department-wide communications, such as a state department’s website.
• Experience writing guidelines or standards.
• Excellent customer service skills with an ability to create and maintain positive collaborative relationships while helping program staff understand modern, digital communications principles.

Statement of Qualifications

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than two (2) pages in length, using Arial, 12 pt font , and normal margins.

1. Describe your experience collaborating with technical staff to translate technical information into compelling, scannable, plain language text and visual content. Please include your principles for writing and prioritizing content to be taken in more easily as someone scans a page.
2. Describe your experience managing a large-scale project setting schedules and managing the work of multiple program teams to ensure multiple reviews and on time deliverables of both short-term and long-term deadlines.
3. Describe your experience using analytics and user enhancement principles to develop an informational, often technical website that follows plain language principles.  
4. Please describe all experience you have laying out marketing-style emails or social media posts with eye-catching visuals, short headlines and attention-grabbing subject lines.
